OGDENSBURG — The city has chosen Beardsley Architects and Engineers from Malone to conduct a formal property condition assessment of the former Newell Manufacturing building on Patterson Street.
In May, the city issued a request for proposals for a company to assess the condition of the abandoned warehouse and manufacturing facility.
The city, in partnership with the St. Lawrence County Industrial Development Agency, plans to rehabilitate the old industrial site into a new business facility. In March, state officials awarded the city $1 million from the Restore New York Communities Initiative to rehabilitate the building.
The project is expected to take two years to complete at a cost of approximately $1.3 million.
On Friday, Ogdensburg Planning and Development Director Andrea L. Smith said the city has selected Beardsley Architects and Engineers to help move the project forward to the next stage. The company’s completion of a property condition assessment report is an important next step, according to Ms. Smith, and will help determine other aspects of how best to return the property to the tax rolls.
The former Newell Manufacturing building on lower Patterson Street has been abandoned for years and was acquired by the city for nonpayment of taxes. The structure encompasses approximately 63,000 square feet of space.
“The PCA will be the basis of our bid specifications for the necessary rehab,” she said.
Ms. Smith said the next step is for the Malone engineering company to take a close look at past uses at the former Newell site.
“Beardsley is in the process of reviewing historical documents pertaining to the site and building construction and will be conducting their initial site visit in the coming weeks,” Ms. Smith said.
The Ogdensburg planner said efforts are also underway to make sure that requirements under the state’s Minority and Women Business Enterprises requirements are satisfied when the project goes out to bid.
“The project is really just beginning,” Ms. Smith said.
When the building is ready for reuse, it will be turned over to county IDA officials who will then market the property, either to one company or multiple business enterprises. The overall rehabilitation of the 100 Patterson St. property is expected to take two years.
